[rabbitmq-discuss] PPA debs restart rabbit

Any update on the PPA hosting archived versions?  It's becoming very
painful to use Salt or any other CMS when we want to freeze to a specific
version. Fixing that problem would allow us to get past the issue of the
deb restarting the service.
