[rabbitmq-discuss] Federation Upstream Set Policy

Thank you both Alvaro and Simon.  As was pointed out, I did have the
upstream / downstream backwards and I appreciate the correction there.
 Also, the ability to add an upstream to multiple upstream sets will work.
