Hi,

About the third case:
  1) if you declare a durable queue on a clustered node and bring down
     that node, any attempts to re-declare that queue on a different
     node should result in NOT_FOUND exceptions;
  2) that said, there's an error in our code that causes INTERNAL_ERRORS
     to be sent instead; I've opened a bug for this, and we will fix it.
