This is a bit vague. Could you explain what nodes exist, what exchanges 
are on them, and how the shovel and federation plugins are configured?

Regardless though, you certainly should be able to use shovel and 
federation at the same time. When you say "this upstream federation did 
not go into a running state" do you mean it was in a failed state? If so 
there should be an error message which might prove informative (mouse 
over to see it in the web UI).
