That depends. Federation is going to evolve more, and for pub-sub
messaging it should certainly be easier. Shovel is likely to stay
roughly where it is; a fairly low level tool that just moves messages
from place to place. Both solve the multi-site / WAN problem, in
different ways. Which is more appropriate for your needs depends on what
your needs are...
