Yes, the client and server/service are running on the same machine.  The
firewall on the machine is disabled.

The behavior is the same whether it's running as an application or a 
service.  This was confirmed by running rabbitmq-service.bat and 
rabbitmq-server.bat.  Not sure if that is correct or not.
