The only dynamically adjustable logging right now is tracing, which is of limited
use to plugins but still may be sufficient.

Having a way to change log level at runtime temporary sounds like a nice
feature to look into. Feel free to investigate what potential issues can there
be, it will save the tiny RabbitMQ engineering team some time. And may even
lead to your patch being accepted ;)
