[rabbitmq-discuss] Consumer Priorities in Python

I've tried using a dictionary as the arguments parameter, but it seems to
get a TypeError. So I looked up the doc string for that basic_consume, and
it actually doesn't have an 'arguments' parameter at all, and I'm using the
more recent version of pika (0.9.13).
