[rabbitmq-discuss] Change in semantics of {exchange, queue}.{unbind, delete}

I've observed it in v3.2.2 of the broker thats installed with homebrew on a
mac. I'm also observing it on travis-ci, though I'm not sure which version
is running there.

So I think the change was made before the change you're citing.
