I'm afraid I'm not able to reproduce the problem, after succeeding with
the service configuration editors included with Windows SDK v6 as well
as v7 on Windows XP and Windows 7. Make sure you have appropriate
permissions for the RabbitMQ ServiceModel assembly and all its dependencies.
