Yes, the on-disk formats are generally stable across minor releases, and
whenever they do change brokers automatically upgrade the on-disk format
from as old as v2.1.1 when the broker starts up. One combination that
will not work is if an older broker (even post-v2.1.1) is booted with
the disk storage produced by a newer broker, where the disk storage
format of the newer broker is different.

In general the on-disk format is more likely to change across feature
releases (e.g. between v2.8.7 and v3.0.0) than minor releases (e.g.
v3.0.0 to v3.0.1)
