It depends on your routing patterns but 50 to 79 is hardly a large number
of queues
so use whatever approach seems more straightforward to you.

Reasoning about a topology with just 1 exchange is likely to be easier and
I expect
the code to be more straightforward, too.

Message routing is very rarely a bottleneck.
