[rabbitmq-discuss] 3.1.1 High watermark permanent blocking

Hi Simon,

I have attached a ZIP file of two testing sessions.  Each contain status
output plus screen shots from the management gui.

When the permanent block the RabbitMQ is in a flow control state with
publish connections blocked and the subscriber indicated as "blocking"
