[rabbitmq-discuss] Question Regarding making plugin

Regarding the RabbitMQ in Action book, we target mostly the Unix
environment during the plugins chapter.

Regarding the rabbitmq-public-umbrella I can't comment if it works on a
Windows environment or on how to set it up properly for Windows.
