Correct; if I move the mgmt plugin (not the client, the ui), out of  
the way, everything starts as expected. I've left the mnesia dir  
completely untouched.

I'm not sure what else to look for.

The difference I can see between your test and mine is that mine was  
an upgrade from the previous version, with those plugins installed.

Could there be some sort of artifact left behind on the system that is  
affecting this?
