Hmm, I just tried this on Windows 7 and it works for me. Did you restart 
the service after running "rabbitmq-service.bat install"?

That's odd. Unfortunately the dump file is not terribly useful - can you 
send your log and SASL log (typically in %%AppData%%\RabbitMQ\log on 
Windows) from a failed startup?
