Not sure how much you're going to like this one, but seeing as the
management website is maturing, one way to implement this feature is
to be able to drain a queue and download it's current contents via a
link on the website. That way you could allow members of a
non-sysadmin group role to purge queues in a really easy way. If you
wanted to be really nice you could also offer the reverse operation,
to upload into a queue via the management website.

Just a thought.
