librabbitmq does nothing to handle channel.flow itself.  I think it's
theoretically possible for an application or library built on
librabbitmq to handle channel.flow, but I'd be surprised if any did
so.  I took a quick look at Net::RabbitMQ, and it doesn't seem to.
