Hosting it at http://freehg.org/ would probably keep things simple. If you 
are using eclipse then the mercurialEclipse plugin 
(http://www.vectrace.com/mercurialeclipse/) works reasonably well. An 
alternative is merclipse at http://goldenhammers.com/merclipse/.
