That man page pertains to Unix.

http://www.rabbitmq.com/configure.html says "On Unix-based systems 
(including Linux, MacOSX) you can create/edit rabbitmq-env.conf to 
define environment variables."

Really, it doesn't work on Windows. Now, maybe it should, but it doesn't.
