That's... very very weird. That looks like your rabbit_user table has 
the 'majority' flag set on one node, and another node is objecting to it.

What's weird is that we've never set the 'majority' flag under any 
circumstances. Have you somehow patched RabbitMQ? What version are you 
running, and where did you get it from?
