[rabbitmq-discuss] not able to enable any plugin

Hi ,

I installed 
the RabbitMQ in Window Server

But after installing 
I not able to enable any plugins 
i m using this command -
rabbitmq-plugins.bat enable rabbitmq_management
but i am getting message 
Plugin Configuration unchanged .

and my service also is not showing in services.msc 
But another machine same step is working fine .
Help me on this .
