Thanks for reporting this issue. In order to help us track down this
problem can you please let us know:

Is there anything in the broker logfile or the sasl logfile or the
eventlog at the same time? Can you provide the entries from just before
and after the standby?

Is "tasklist" on the PATH? Do you have the management plugin installed,
and have you installed "handle.exe"?

It would be helpful to know the arguments of the cmd process when it
fails. Are you able to replace the real command shell with an
intermediary that captures this information when the failure occurs?
