There are not only plans, there is an implementation of AMQP 1.0 for 
RabbitMQ: https://github.com/rabbitmq/rabbitmq-amqp1.0

However, the specification is not yet stable.  It is in fact being 
actively worked on.  See the top story at http://amqp.org/ for instance.
