 I have met this problem but i compiler in linux (redhat).  
 You'd better download rabbitmq-codegen from url
 http://hg.rabbitmq.com/rabbitmq-codegen/summary
 and unzip ,rename this directory  to codegen, put it in the dir rabbitmq-c, then compiler. 

 that's what i do, i hope that will help you.
