Rabbit certainly shouldn't be consuming 70-90% of the CPU when handling 
just a few messages an hour.

What do 'rabbitmqctl list_queues' and 'rabbitmqctl list_connections' show?

Also, 1.8.1 is quite old. Please upgrade to the latest version. While I 
don't recall any bug fixes in relation to the problem you are 
describing, it will be much easier to identify the cause if you can 
reproduce the behaviour in the current rabbit release.
