Have you tried openssl s_client? It's hard to tell what's going on.
There's a bunch of ssl app fixes in R17:
http://www.erlang.org/download/otp_src_17.0.readme

but I'm not sure why 2 different packages of R16B03-1 behave differently.
Can they use different OpenSSL versions?
