Ran rabbitmq-service.bat

It says the following in the log file
config file(s) : c:/Program Files (x86)/RabbitMQ Server/rabbitmq_server-3.3.1/etc/rabbitmq.config (not found)

File does exist.
Directory of C:\Program Files (x86)\RabbitMQ Server\rabbitmq_server-3.3.1\etc

Sorry, didn't see this. Note that after changing locations with environment variables on Windows you need to *reinstall* the service (with the rabbitmq-service.bat batch file), not just restart it.

Also: you can check the logs to see where RabbitMQ is looking for the config.
