That's not the right location. The example configuration file will be 
removed from there in a future release, it's too confusing.

You need %APPDATA%\RabbitMQ\rabbitmq.config. Typically this will expand 
to something like 
c:\Users\<Username>\AppData\Roaming\RabbitMQ\rabbitmq.config
