You need to correct quoting. This works for me:

RABBITMQ_SERVER_START_ARGS="-rabbitmq_management listener [{port,15672},{ip,\"\"}]" RABBITMQ_NODE_IP_ADDRESS="" rabbitmq-server

Note that having spaces between port, port number or the port and IP tuples leads to failures.
