Michael already answered your questions, but it's worth pointing out 
that HA was only configured with "x-ha-policy" in RabbitMQ 2.x. Unless 
you are talking about shovelling from 2.x to 3.3, you should forget 
"x-ha-policy" and configure mirroring as described here: 
http://www.rabbitmq.com/ha.html#genesis
