Running

C:\\Windows\\system32\\cmd.exe /cdir /-C /W \"c:/Users/bme/AppData/Roaming/RabbitMQ/db/rabbit at APPS-mnesia\"

fails due to "eacces" (likely insufficient permissions).

Check if anything has changed around RabbitMQ user and/or
the directory permissions.
