[rabbitmq-discuss] 3.1.1 - vhost/policy fails in load of defs

Creating a vhost AND a policy for that vhost in a definitions file and loading that file fails with missing vhost.

Perhaps this is a side effect of 'fixing' vhost validation in 3.1.1?

We ran into this during node initialization when we load defs.
