[rabbitmq-discuss] make up_c

Hi, 

I was wondering whether every sub repo in the umbrella should have a tag of every release.

For example, if you do:

$ make BRANCH=rabbitmq_v3_0_3 up_c

This works fine until the Makefile hits rabbitmq-test, when the absence of the revision 'rabbitmq_v3_0_3' causes the Makefile to halt.

Should this tag exist for this repo?
