[rabbitmq-discuss] Management user can only see it's own connections/channels

If a user has the "management" tag, it can only see it's own connections and
channels, not all within that vhost. 

If a user has the "monitoring" tag, it can see connections to all vhosts,
not just the vhost it has access to.
