Couldn't find the file at the path you had mentioned.
But found the similar file @
/usr/lib/rabbitmq/lib/rabbitmq_server-3.1.1/sbin/rabbitmq-server
But couldn't resolve the issue by hard coding the RABBITMQ_CONFIG_ARG.
Another look at the erlang process:-
