Ashok,
My guess is that "stable" and "testing" channels follow Debian naming
conventions.
"testing" is stable enough for most (a lot of people run Debian testing).
Ubuntu is based on
Debian unstable (not even testing). Debian stable often comes with really
old versions.
rabbitmq-plugins was introduced in 2.6 or 2.7. Please check what version
you run
and consider using "testing" if you're on Ubuntu.
