[rabbitmq-discuss] Unable to start management console RabbitMQ 3.1.1

I think I may see the problem.  Pluggins get expanded into the Application 
Data folder in Windows.  On this machine they have that folder redirected 
to a network share.  So, the server is having problems finding that 
location.
 
I can't see a way to tell rabbitmq-plugins to expand to a different folder.
