It worked using the full path (i.e. /root/testca/cacert.pem)..

It's probably worth trying the full path to the certificate file (ie: without the tilde), which should be something like:

/home/someuser/testca/cacert.pem, or /root/testca/cacert.pem if running as root (although it's best to avoid that where possible).
