You might want to try this:

http://www.rabbitmq.com/releases/plugins/v3.0.1-hash-headers/

(Drop it in your plugins directory, move the original consistent hash 
plugin out of the way, and restart.)

Declare a consistent hash exchange with a string argument called 
"hash-header", naming the header you want to use instead of the routing key.

This functionality should make its way into future releases.
