[rabbitmq-discuss] Cannot federate exchanges in the default vhost

If I declare an upstream on '/', the downstream cannot connect (see below).
It works fine if the upstream connects to a named vhost.

Any ideas?

Using RabbitMQ 3.1.5

root at ubuntu-A:/opt/tcserver-2.8.2#  rabbitmqctl set_parameter
federation-upstream f1 '{"uri":"amqp://freddy:freddy@ubuntu-C/"}'
