  I know  that   we   can  set   arguments   like   'ttl'    when  we    use 
amqp_queue_declare()  to  create a  queue.
  I create a  queue  without   arugments  'ttl',  sometimes  later ,  I need 
It  to   have  arugments 'ttl',  how can  I  add   the  arguments to queue ,
and   how  to remove?
