A peer (either a client or RabbitMQ node) did not notify another peer for
2 subsequent time intervals.

Make sure that your client supports heartbeats and enable them. Publishing
a message or issuing any protocol command counts for heartbeats, too.

Note that missing heartbeats can happen for a legitimate reason, e.g.
a network failure or a firewall somewhere between RabbitMQ and a client
dropping "inactive" TCP connections.
