[rabbitmq-discuss] Windows clean reinstall

I am attempting a clean reinstall of rabbitmq in my test environment: 
windows 2008, rabbitmq installed as a service. Uninstall and install both 
succeed but on starting back up my old users, plugins and queues are still 
active. I suppose there is a proper way to do a clean reinstall but I can't 
find it documented. Any ideas?
