The node you were trying to start was previously clustered, and the nodes that
it was clustered with were all offline, which causes the startup sequence to
fail.

Deleting the mnesia folder has the same effect as resetting the node, and for
that reason the node wasn't clustered anymore.

I doubt that re-installing had any effect, unless it deleted some mnesia files
as a side effect (I'm not familiar with the Windows installer).
