There is no need for a config file unless you need to change any
settings. If you wish to change config settings for the broker then
these need to be nested under the name 'rabbit' as shown in the example
here:

If you are having difficulty starting the broker then check the
troubleshooting guide:

If that doesn't help then you can also search the mailing list to see
whether anyone else encountered a similar problem. A few archive
