There were changes to the RabbitMQ startup scripts between the versions
you are comparing. This is a possible cause for the difference in
behaviour you are observing. If you needed to make adjustments to ensure
that the broker does not start automatically when the OS starts up then
you will have to repeat those adjustments for v2.8.2.
