[rabbitmq-discuss] getting error Mnesia could not connect to some nodes ?

Hi 

I am using Debian operating system with two node.i have read the document
http://www.rabbitmq.com/clustering.html, document say that
/var/lib/rabbitmq/.erlang.cookie cookies are created,but on system i can see
any cookies to be made by rabbitmq server. when i issue following command i
am getting following error message:

root at server03:/home/arosys03# rabbitmqctl cluster rabbit at server04
Clustering node rabbit at server03 with [rabbit at server04] ...
Error: {failed_to_cluster_with,[rabbit at server04],
                               "Mnesia could not connect to some nodes

please clear who creates a cookie file and what will be the reason behind
this error?
