I suspect you are right. Does the /var/log/rabbitmq/startup_log contain 
a line like:

config file(s) : /etc/rabbitmq/rabbitmq.config

?

If not (that should be the location by default using RPMs, you should 
not need to set CONFIG_FILE) then is /etc/rabbitmq/rabbitmq.config 
readable by the rabbitmq user?
