What status is shown for the federation in the management ui when the 
problem occurs? You'll need to have the rabbitmq_federation_management 
plug-in enabled.

Also, the output of 'rabbitmqctl report' from both the downstream and 
upstream at the time of the problem might help diagnose the issue.
